Twenty-Five Years Between Biotechnology Policies

Nigeria's Federal Executive Council has approved a revised National Biotechnology Policy, replacing a framework written in 2001. What follows is what it covers, who implements it, and what it does not yet resolve.

The Federal Executive Council approved the revised National Biotechnology Policy 2026 at a meeting presided over by President Tinubu. It replaces the policy adopted in 2001.

The interval matters more than the number. In 2001 the human genome had a draft assembly and no finished sequence. Next-generation sequencing did not exist commercially. CRISPR-based gene editing was more than a decade away. Nigeria's own data protection statute was twenty-two years off. A policy written then could not have anticipated most of what it now has to govern.

What it covers

The revised policy provides a framework for biotechnology research, development, application, regulation and commercialisation across agriculture, healthcare, industrial production and environmental sustainability. It also gives policy direction for a named set of emerging technologies: precision agriculture, climate-smart technologies, advanced manufacturing, gene editing and genomics.

The inclusion of genomics as a named priority is the change most relevant to health infrastructure. The 2001 framework treated biotechnology largely as an agricultural and industrial concern. The revised policy places human genomics alongside crop science as a national priority area.

The Minister of Innovation, Science and Technology, Kingsley Udeh, briefed correspondents after the council meeting, describing the policy as intended to strengthen national competitiveness, attract investment and support food and nutrition security.

The approval also covers Nigeria's participation in the Global Bioenergy Partnership. The Energy Commission of Nigeria is designated lead implementing agency for that participation, with the Ministry of Innovation, Science and Technology coordinating and reporting periodically to council.

Who implements it

The National Biotechnology Research and Development Agency sits under the Federal Ministry of Innovation, Science and Technology and carries the research and coordination mandate. The National Biosafety Management Agency, operating under the Cartagena Protocol, handles biosafety approval. The National Agricultural Seeds Council governs seed systems.

That division is worth noting because health data infrastructure now sits across two federal frameworks. Biotechnology policy runs through the Ministry of Innovation, Science and Technology. The National Health Technology and Data Analytics Office, established in June 2026, sits under the Coordinating Minister of Health. Anyone building systems that touch both will be reconciling two coordinating structures rather than one.

What the discussion surfaced

The policy was the subject of a panel on the Nigerian Television Authority's Good Morning Nigeria on 1 September 2026, with NBRDA's Director-General, Prof. Abdullahi Mustapha, Dr. Abdulrazak Ibrahim of the Forum for Agricultural Research in Africa joining from Kigali, and Basani's Chinonso Williams in studio.

Asked whether genomics represented a genuine shift or a rebranding of existing terminology, Williams argued the shift is real, and located it in what has changed since 2001. Bioinformatics, sequencing and data analytics have moved a long way in that period. His point about the older arrangement is the one worth recording: Nigeria has routinely collected biological and DNA samples and sent them overseas for sequencing and processing. What he described building instead is an integrated system in which research institutes, hospitals, private laboratories, capital markets and infrastructure providers work against the same data, held domestically.

He returned to the fragmentation problem later in the programme. Without shared digital platforms, the parties in an ecosystem stay separate, and moving a laboratory result toward a market requires high-performance computing, data warehousing, regulatory approval and access to capital to be in place at the same time rather than in sequence.

Prof. Mustapha described work NBRDA has already begun with Basani, characterising the joint work as analysing the human genome in Nigeria for personalised medicine and disease surveillance. He made the related point that the medicines imported into Nigeria were not developed on the basis of analysis of Nigerian or African genomes.

Three points from that discussion are worth recording.

On commercialisation, Prof. Mustapha identified the absence of guaranteed off-takers as the historical obstacle. An invention patented in isolation, with no committed buyer, does not reach a market. The implementation model he described integrates private off-takers, commercial banks and regulators from project inception rather than after a result exists.

On infrastructure, he confirmed NBRDA is in discussion with Galaxy Backbone about hosting a national genomic data facility domestically. Dr. Ibrahim noted the scale involved, observing that genomic files are not measured in kilobytes and that the infrastructure requirement follows from that.

On representation, Dr. Ibrahim made the clinical argument directly: most therapeutics reaching the market were developed without adequate representation of African genomic diversity, and efficacy varies as a result. We have written about the mechanism behind that elsewhere.

What it does not yet resolve

A policy is a direction rather than a capability. Three things stand between the framework and its outcomes.

Funding is the first. Nigeria's gross domestic expenditure on research and development has been reported at around 0.28 percent of GDP, against a world average closer to 1.11 percent and an African Union target of one percent. A commercialisation mandate rests on a research base funded at roughly a quarter of the global average.

Institutional capacity is the second. Reviews of Nigeria's research commercialisation ecosystem consistently identify the absence of professional technology transfer offices and weak university-industry linkages as structural rather than incidental problems.

Infrastructure is the third, and it is the one closest to our own work. Genomics at national scale requires sequencing capacity, storage measured in petabytes, consent and registry systems, and interoperability with international standards. None of that follows automatically from a policy naming genomics as a priority.
